Reality and Requirements of Traffic Safety in the UAE
This study conducts a thorough review of all the traffic safety elements in the UAE. The study identified a set of factors including the engineering, the enforcement, the educational and the institutional factors. The study reviews the areas of deficiencies of the traffic safety factors, overview issues of stakeholder coordination, and provide a set of recommendations on how to achieve better traffic safety measures in the country.
The Objectives were
- Evaluating the effectiveness of the new traffic law through interviews and questionnaires.
- Conducting a quantitative analysis to evaluate the new law using police data.
- Comparison between the new traffic law and international traffic laws, and an assessment of its strengths and weaknesses.
- Evaluating the existing database systems for incidents and violations.
- Identify the current problems of road safety system.
- Reviewing the advanced and developed technology to improve road and traffic safety.
- Assess the current role of the various parties and stakeholders involved in improving traffic safety.
- Proposing local standards to ensure road safety and to develop traffic culture for road users.
Special points of the study
- This study covers many aspects of traffic safety elements. The study also includes the views and opinions of different stakeholders concerned with traffic safety.
- This study can be considered as the current measure of the reality of traffic safety in the country. On this scale, the efficiency of the various strategies that were presented through the final recommendations of this study can be tested.
- This study applies many tools, including what is directed to road users, and some is directed to the concerned stakeholders, such as traffic departments, municipalities and health authorities. Therefore, this study reflects the opinions of the various sectors in the country concerned with traffic safety.
- The proposed method for conducting the study puts a more comprehensive view into evaluating the current situation. In addition to the statistical and quantitative analysis of data on accidents and traffic violations, the study also includes the qualitative evaluation of the current situation through personal interviews with the relevant stakeholders and questionnaires with road users.
- This study will contribute effectively to drawing the strategic plan for the infrastructure sector for the Traffic Department at the Ministry of Interior.
The methodology used in this study depends on several standard methods recognized by the scientific research methodology, and it will be used to reach the qualitative and quantitative quality that achieves the objectives of the study.
The study methodology is summarized in:
- An extensive and in-depth study of previous related studies, with the aim of extracting and concluding pioneering experiences that have proven successful upon application.
- Conducting a field survey with specialists (from the concerned stakeholders in the country), in order to identify their impressions and develop an accurate perception of the current reality through the daily dealings of these specialists.

- Main objectives were obtained and addressed.
- Propose the most effective solutions and recommendations.
